Funding usually include three parts: TAship, RAship, and Scloarship.

TAship is offered by the academic unit;
RAship is offered by thesis supervisor;
Scloarship is offered by the university and/or the academic unit.

The schloarship part has been fixed at your admission time unless you get
some external scholarship, such as OGS andNSERC.

$9000/year for TAship is fair enough. In order to get more funding, you should negotiate with your supervisor. This is probably the only way to increase your earning.
