As far as I know, scholarships are very competitive in Canada. Most of the scholarships are for Canadian students only. However, if your major is engineering or something practical like that, you may get offer of RA in your professor's lab. It is also possible that you work as TA if your English speaking is good enough. It all depends on your major, your future supervisor and the available funding of the department. Tofel and GRE are only basic requirements of admission. Usually they have nothing to do with scholarships or assistantships.
