There are many other reasons for UofT to not granting credits such as the nature of the program at UofT and the nature of your friend's centennial program. They might not be related.
I think 90 credits is the maximum you will get from any university. However, that 90 credits were out of my expectations, again, nothing is for certain. Ryerson's Business management program have agreements with all Ontario Colleges.
