If you don't think the high school marks are good enough, ask his parents to improve it by doing certain things. ie: wipe the kid.
All you need to do is give them a warning about the success rate of their son when he arrive in Canada. That is the best you can do, because the final decision is theirs.

2) Do as they tell you to, and find some information about the admission process and tuition fees.
Even if you believe that their son's success rate is 0%, as long as you are not paying any money for their son's education, you will be fine. Just let the kid fail and face some hardships, maybe he will grow up OR commit suicide or maybe something else.
